Most people don't realize the drivability of the vehicle plummets with wheels that are too big. You won't need to lower the vehicle unless you really want too. I would recommend the H%26amp;R lowering springs for VWs. Honestly, 17's look fine on Jettas especially if you're going to drop it an inch. If you can find some OEM 17 inch wheels on your local craigslist, that would be the cheapest and best way to go. I would say the biggest size and width you would want to go without any problems would be 18x8, anything wider and you start running into rubbing issues if your offsets are not correct...
