Is the motor trying to crank over? Assuming the battery is good, the next place to look is the starter (if the motor isn't cranking at all)
If the battery and the starter are working and the engine is trying to turn over, you'll need to check that there is fuel to the engine. pull the plug wires, and have someone try to crank the car over. then pull the plugs one by one and smell for gas. If there is gas present...move on...
If there is fuel, now you need to check for spark. put the plugs and wires back in except for the #1 plug and wire. put the plug back into the wire and hold the electrode close to the valve cover while someone tries to crank the motor. if a spark occurs then you'll have to look elsewhere.
VW's are especially picky with their grounds, so you might want to check those as well. Other than the basics, you might need more help. Sorry to state the obvious, but you should test the battery %26amp; alternator.
The starter motor would stop it from starting/turning over, but it shouldn't stop the car while it's already going.
