How do i raise the ambient temperature in my vw passat?

The heating system in my car is not functioning correctly. Have checked the manual and it states that the ambient temp must be 5degrees plus but at present it will not rise above 2 degrees CHow do i raise the ambient temperature in my vw passat?The ambient temp sensor is outside the car. It by the front bumper if it's not working you'll need to have it replaced.
